Odometer problems —— how to fix

I have a 1986 'Rocco with odometer problems.  I just replaced the
instrument cluster yesterday for an unrelated problem, and the new one is
having the same problem as the old: the speedometer works in both cases,
but the odometer does not.  This isn't unusual for VW's, is it?  What can I
do to fix the odometer myself?  Thanks for your input....
