Brake Problems

I've just had Pep Boys replace the master brake cylinder on my '86 16v
Scirocco with a remanufactured one. They also serviced the front brakes by
machining the rotor and replacing the pads and calipers. The first time I
picked up the car I noticed the brakes felt a little spongy but the brake
pedal didn't sink to the floor when I stamped on it while stationary, which
it was doing prior to me bringing it in to Pep Boys. Then when I started
driving it the brakes would work most of the time, but then every now and
then the pedal would sink to the floor on braking, especially on moderate
downhill inclines. I was driving gently and wasn't braking viciously at
all. I returned the car to Pep Boys who replaced the remanufactured master
brake cylinder again based on what I told them, though they weren't able to
recreate the problem in the shop. On picking the car up again I noticed
the brakes felt less spongy but I'm still suffering the same problems. I
intend to return the car to Pep Boys again, who have been never less than
helpful, but I'm wondering what's really the problem here. Could it be
that remanufactured master brake cylinders are a bad idea, and that I
should be springing for a new one? Or should I be looking at something
else?
