	The auxilary air regulator is most likely stuck open. Cause: the air
regulator is a bi-metal which opens and lets extra air in when the
temperature drops. There's an electrical heater on it which has a two
wire plug it heats up the bi-metal causing it to close the air off. 
It's possible that there's a short to the regulator causing it to open
from time to time allowing extra air in and the rpms to go up. Try
checking this to see if it helps.
