I have seen this problem (erratic odometer operation) on SEVERAL
water-cooled VW's. The best fix is to remove the speedometer assembly and
disassemble the rear of the odometer until the tumblers can be seen /
removed. 

Pay close attention to how the thing is assembled (might even want to have
the Polaroid handy). On the passengers side of the tumbler shaft is a gear
that "breaks-loose" from the shaft (relies on friction fit) and thus the
odometer quits. Remove the tumblers (total miles and trip miles) and
re-attach the end gear (green on many models) with just a "touch" of epoxy
around the shaft. Be very careful, this is usually the point in the
delicate procedure that causes your odometer to read far fewer miles than
it really has and that might be illegal : )

I did this to my IT car last weekend (about the 4th VW I have fixed the
problem on) and the total time required is about 1 to 2 hours. If you like
taking things apart and seeing how they work, you'll love this job. If you
don't like "tinkering" and you are not patient, go to the junkyard and get
a new speedometer.
