I've gotten 30-33 MPG (over 300 miles per tank) on both of my 1.7L 81's
with around 75% freeway driving.  You might want to check your oxygen
sensor.  The mixture goes rich if they go bad.  Do you have carbon deposits
on your tailpipe/bumper?  I'm sure that your figures are probably
reasonable if all your driving is city and you're drag racing at every
light.
