??  My '87 16v has no governer.  Rev limiter, but no governer.  The new VW's
have a governer because VW's putting cheesy tires (H rated?) on them which
are only rated to 110mph, as opposed to V-rated being 149mph and Z-rated
149+ (what I have)mph.
