Absolutely.

Easily done by installing 1.8L 8.0 pistons. Maybe a little hight but since 
you have the head off anyways, you can now add a thicker head gasket to bump 
the CR down to about 7.0 - 7.5 or so.

You will need to use the exhaust manifold that the turbo bolts up to.

Sure, the 16V loves the additional air flow. With an intercooled turbo 
system on a very mild 7lbs of boost you should be able to get close to 200 
hp. (Providing you free up the intake/exhaust ect.)
