On my '78 with a '84 GTi motor, I get 130psi on cold idle/startup.  Hot
running at freeway speed is about 70psi.  Hot idle is about 30psi for me.
 Your '83 1.8L is about the same as mine(solid lifters), I think.  Solid
lifter motors always had high oil pressures.  So your oil pressures sound
about right.
