The two cars are fairly similar in handling capabilities.  Big differences
in handling could be attributed to shocks (maybe the 16vs are dead/not as
good as the GTI), tires, alignment.  The alignment can make a big
difference in feel.  When you say "wallowing down the road," however, I'd
suspect tire differences, tire pressures, and shocks.  If all is "equal,"
then I don't know....but I'd suspect there's something different in the
setup.  Also, A2s are reported to be more solid feeling than A1s.  My
experience with A2s is limited, the only real long term experience I have
had was in a friend's 92 16v GTI - it felt wallowy compared to my Rabbit
GTI, but it was bone stock.  So......hope this helps!
