Not exactly, although since Mikes Scirocco could have the same brake system as 
the A2's in europe I cant disprove your theory. Me best guess is in his clue:

I think later Scirocco's came with the rear mounted prop valves and although 
it could be a part of the problem, I dont think so in this case. That pretty 
much tells me its an internal failure. Sounds like those O-rings in the master 
cylinder are dust. I cant think of anything else that would cause a 
catestrophic failure and retain the fluid like he says it does. Well, there 
is, if by chance the brake pedal were to get disconnected somehow, that would 
explain it but that would be so obvious, dont you think? 

Do tell Mike, whats the 89 Scirocco got for a brake system in the Fatherland?
