If you don't have a large vice, you can use two pipe wrenches. I lay the
assembly on the floor, in the jaws of one wrench, then
place the other wrench on the locking plate at about a 15 degree angle.  step
down and and it's loose!  (use penetraiting oil for assistance)
It's never failed me.
