     Replace the horn.  That simple.  At least it was on an 84 GTI I had 
     that exhibited the same symptoms.

 My horn works on an off....
  when it doesn't work, the lights dim and guages like the "Oil temp" with
 jump back a little.....almost like a short or something....
 any ideas before I break out the Bentley and try to tackle this ????
