a1 fuel tank

ok I know this is still a scirocco list but i have a strange a1 problem.

the car is a 82 rabbit.  The car has been sitting a while and has been
messed with alot(fuel system mostly).  I am trying to get the mixture set
right.  the car was running rough and i was playing with the co and then
it died.  after a minute i realized that it was out of gas.  I filled it
with a gas can (3 gallons) and still was not getting fuel.  pulled the
line from the tank to the pump, nothing.  snaked a heavy wire in and it
goes right in still nothing.  the gas did not leak out, at least it left
no mark, got nothing wet,  and never we never smelled a thing.  the guage
has now begun to go up, and reads about 1/3 full.  any ideas?  I am
planning on dropping the tank next but would rather not if it could be
avoided.  these cars had no transfer pump did they?  I always thought it
was gravity to the pump and my experiences follow that.
