Your heater valve is stuck open. Don't take it to a mechanic like I did 
when I was clueless about cars and thought this might be a big job. Your 
valve is sort of like a faucet: closes and opens manually, when you play 
with your temp.control lever inside your car: take it to blue --> no 
heat; take it to red --> heat. The lever is connected to a cable that 
goes through the fire wall, comes out in the engine compartment and 
actuates the valve. Open your hood, and look for the valve, it 
is close to the throttle body, slightly to the right of it, as you are 
standing in front of your car. Check it out and find out why it is always 
stuck at open. It might be faulty, in which case you have to buy a new 
one, but that wouldn't be a major expense. It might be something simple 
like something physically impeding the motion of the valve "faucet". In 
any case, it is something quite easy to diagnose and fix. You don't have 
to be an idiot like me, who, 3 years ago, took it to the dealer and paid 
about $100 for a new valve and "repair time"... (it probably took them 10 
minutes to put the new unit in...)


I hope that is the problem, and not something more serious. (Plus, you do 
have an 86 Scirocco, and I am not 100% sure our temp. control units are 
the same, although they should be).
