There's one other thing to check.  I too have a cold start problem with my
88 16v.  Currently it's because of a weak battery.  High compression and
cold make for difficult starts.  But, what was really killing me on cold 
mornings was my 20w50 oil.  It was just too hard for my motor to push it 
around when it was cold.  My starts improved 100% when I put in 10w40 for 
the month or so that I run in the cold weather before I put the car away for
the winter.  It might still be your battery connections or a weak starter.
EC had a little 'New Products' write up on a low drain/hi-torque starter for
VW's that I'm thinking about getting.  If anyone needs this info, I'll post
it.
