Help needed with 16V CIS-E!!



I have an 86 Scirocco 16V that I bought in a
semi-running state.  In an attempt to bring back power
and throttle response, the following parts were
replaced:

Cap/rotor/wires/plugs
Injectors w/ new seals and buckets
All intake/exhaust gaskets
O2 sensor
Fuel filter
Coolant temp sensor
Fuel/Knock computers
Knock sensor
Entire fuel distributor/airbox and all attached


The car still has zero throttle response. I pinned out
the entire wiring harness, checked the timing, cam
timing, coil output and idle stabilizer.  Recently I
hooked a pressure gauge to the fuel head to check
pressures and I noticed what I think to be the
problem.  As soon as the fuel pump is jumpered, the
injectors spray.  This is with the fuel head detached
from the air plate and its plunger at rest position. 
I then hooked the gauge inline with one of the
injectors and found 56 lbs with the pump running.

This is obviously a problem, and I tested my CIS
Scirocco and found that it does not do this when the
pump is running.  Anyone seen this before?  I have
replaced every single part of the injection only to
find this same symptom.  I am out of ideas at this
point and would love some input on this.  Thanks in advance!!
