idle problems on my 89 golf

I'm guessing this is a digifant car and not CIS. Digifant is commonly plagued by idle problems related to simple stuff like bad grounds, broken throttle switches or broken wires going to them, O2 sensors, temp sensors, stuff like that. But you do need to make sure the other basics are set right. Idle speed in digifant is controlled by an electric motor and not a screw, and it gets its commands from an ecu that monitors signals from all over the place. Also, look for air leaks in the crankcase breather system. Check the grommet where the breather valve connects to the valve cover and the hose that connects to that. Even a cracked dipstick guide tube can leak enough air to throw off the idle control.
