It is not a case of citizenship or national/ethnic
origin. (In fact for all intents and purposes this guy
was American as apple pie. Just not white.)

Mandatory training and skills testing for gun
ownership should be mandatory, it should need
replenishing say, every two years and perhaps a
mandatory stint for ALL citizens in the local militia
might be the thing to do (Like they have in Sweden?

btw- Don't let others use this to lead you/us around
by the nose: Fear Uncertainty & Doubt are potent
motivations.
