Electrical drain question-bad starter?

I'm going to check out a car this week that has been described as having an 
electrical drain.
It apparently has a good alternator and battery.  The starter has since 
gone to hell.  The solenoid
clicks, but I guess that is all.  So has anyone ever seen a starter do 
something like this as it's
going bad(as in causing a drain)?  The owner of the car didn't connect the 
two, but I was thinking
that maybe there was a connection.  Of course it could be something else, 
but he hasn't had any
luck finding it.
