tough question



Yeah it is definitely not an easy question to say the least and is really 
one that you will need to answer for yourself, but I understand what you are 
trying to do!  You want opinions.

Well here is mine,
Passing emission shouldn't be to much of a problem.  The idle problem is 
common on 16v and also happens alot in 8v for my experience.  I would just 
go through your car and check for vacuum leaks, check the timing with a 
timing light.  You might be surprise where that might get you.

Front wiper problem shouldn't be a problem either why not take the motor out 
and give it a good old cleaning.  You can always pick up a new motor they 
are reasonable cheap.  Even a good quality used one will work.  Also pull 
the wipers off and check the splines inside the wiper arms.  They can go bad 
and strip out, but usually you can clean them up with a spark object.

Overhauling of the tranny should be that bad.  I just had a full rebuild 
cost me $750 including synco's bearing, seals ect.  So I would guess if they 
go in to replace your reverse have then check for other worn parts. 
Shouldn't be more than $400-$450.

I am not sure about the heater problem never experience that myself yet 
(knock on wood).
