I agree...

Most, if not all, of my VW's don't have the retainer. 

The only time you need it, is when you have to change the brake pads.
I made a special tool, using a lug bolt, small metal cup, and a couple of
nuts.
You can use a lug bolt, but the tool only requires a few turns to hold the
rotor in place.

Unless you actually need to remove it for some reason, I'd just leave it
there.
The rotor is held firmly in place by the wheel+lug bolts. That piece is
nothing more than a set screw.
