Possible car for me

Anyone have any tips for me? The speedo reads 230,000 but it has had an
engine swap from a jetta (86 or 87 he isnt sure) I obviously wont be paying
him 1900.  It doesnt look like it is worth that. i could be wrong though.
Anyways, anything would be appreciated.
