my steering column buzzes no more

The white piece is probably a part of the needle bearing.
In my experience the needle bearing cage breaks, pieces of it hang around
and look important and the bearing falls out of the bottom of the column.
The only way to properly fix it is to replace the needle bearing.
But, most people just use a ty-wrap or shaft clamp or whatever to hold it in
place and it is a low load, low speed application so no problem with that.
I do like Don's shaft clamp solution since it pretty much quarantees that
the clamp won't snag on anything which, with all that wiring down there,
could be a real issue.
I'm measuring the shaft at .75" which equates to 19mm. My favorite supply
house www.mcmaster.com doesn't list a 19mm clamp but they do have PN
60485K68 which is what I'd try. Just do a search for "shaft clamp" and you
select you own favorite clamp!
