Feeler: MS unit with harness

i'm using hall signal.  it shows constant chang and its just jumping
around.  I can look at the tach on the instrument cluster and see somethign
is wrong because its just all over the place.  T3bunny modied it again
because I was going to use the fidle to control the isv.
