Rear Brakes Locking up first

OMG.  So many experts. Seriously.  Daniel - if you follow the Bentley, break
it out and look in there.  I haven't had a Scirocco 16V in the garage for a
couple weeks and my Bently for that is missing - grrrr - but most every A1,
Passat, Dasher, Fox Wagon, Toyota truck, etc. has had a load sensing
proportioning valve for adjusting the rear brake bias.  Not every single
car, but still, I would bet the Scirocco 16V has one.

The bolt that holds the spring has a plastic bushing on it and the Bently
describes the procedure to adjust it.  Simple.  Find a safe place to test
your brakes and have at it.

There are residual pressure valves, pressure regulators/proportioning valves
that are fixed and adjustable proportioning valves like on the load sensing
ones and the kind you see in race cars, etc.  Wheel cylinders in drums and
calipers for rotors take different residual pressure levels to operate
correctly (like 2psi and 10psi or something like that).
