Does the fuel pump activate when cranking the engine?

Does it really? Are you sure? Have you assistant crank and you listen or feel.

If no it could be a couple of things

1) ICM (Ignition control module)
2) Knock Box


For the ICM if have a spare plug it in and see if it changes the
situation. If not it is more than likely the the ground circuit in the
Knock Box is burnt. And to test that theory pull the harness to the
knock box find position 10 in the harness connector (verify this in
the ground in the Bentley). Now pull the coil wire from the
distributor and place 5mm from a bolt, turn on the ignition to the run
position. Now with everything in place ground out postion 10 in the
harness to the negative post on the battery. Did you get spark and did
you hear the fuel pump hit at the same time, you should have.

So if by doing this test you got spark and the fuel pump hit you have
proved the knock box is bad. This is the last test after the hall
sender is checked, and the ICM is checked.

The engineers looked at it this way for the fuel system on the VW, if
the system fail to deliver spark do not deliver fuel. Pretty damn
smart in my opinion

Pressured up the system and found fuel filter to be slowing down the
flow of gas.  Replaced it and got more pressure and there was
resistance from the fuel plunger when manulally moving the intake
plentum but we still were not getting fuel to the injectors.  Did fuel
return rate test per Bently and it passed which confirmed that pump
and transfer pump were working ok.  We removed all the injectors and
unscrewed each one.  We removed the electrical plug from the fuel
pressure regulator and started to get some action.  Still do not know
exactly why fuel distributor started working but it did.  Guess we
just had to milk it long enough.  Put all the injectors and air box
together and it works!  Whish I had a definate reason on what exactly
the problem was though.  Oh well, time to get that POS out of the shop
and put a 16V in a real A1 VW:)  Thanks for everyones input.
