Collapsing US bumpers: safe?



If your car was originally a Canadian car, then despite it's year it may 
have just had the brackets depending on whether or not Canadian law mimicked 
US law on bumper regs.
Also, if you did own it originally, no telling if it got tagged and somebody 
replaced the bumpers and thought to loose a little weight while they were at 
it???
