O.T. 1996 Passat VR6 ?s

Sorry we have no bently (anyone have it on CD and would like to burn a
copy?) on this car and it is kinda expensive at the moment.

A couple shops put the car on the machine and one says that it needs a
new secoundary air injector, and the other shop says that its the air
pump.

Are both of these the same thing?

Lately the car has been starting but dieing right away unless someone
holds on the gas till it warms up, and the check engine light is on
(been on since the car was purchased).

Is the air injector/pump the cause of this?
If it is, would it be a pricey and pain in the ass job to fix?
Also is there a relay or hidden fuse somewhere for the fog lights (no
worky anymore)?
