You can build up a stud that's broken below the surface (there's even
a special welding rod for this), and then weld a washer and nut to it.
 Don't forget to hit the stud with some paraffin wax right after you
weld it, while it's nice and hot...  If that fails, you're left with
drilling the stud out (not a big deal - just make sure you're
dead-nuts center...)  Start out with a small bit and go bigger in
steps.  When it's drilled out as big as you dare (without touching the
head itself) try an Easy-out.  If the Easy-out doesn't work, sometimes
you can use a sharp pointed "chisel" and "fold" the metal in the
threads in towards the center and work it out that way...
