Pulled over



after some digging:

chapters 2-6 is funny, especially after reading 6.
chapter 16 appears to be of relevance to us.

from other reading it seems that california can ignore this and force anyone 
driving on their roads to have 2 plates, though this rule is usually used 
for tinting instead.

then i ran across this page:
