Clutch lever arm questions...

On a tranny not installed, how does the clutch lever arm act?  I have a 4K I'm inspecting, and the lever arm can "snap-into" the horizontal position, and if I push it down with a little pressure it "snaps" downward to about a 45 degree angle.  Does this sound right?   It can also be pulled up a little bit, as it would be if installed.  The whole time the thowout rod (is this what it's called?) doesn't move.
