Pulled over

Not every state transfers ticket information / points with each other.
The Drivers License Compact (DLC) and the Non-Resident Violator
Compact (NRVC) are the two most common means by which states transfer
points amongst each other.

Michigan and Wisconsin are not members of either of these! See:
<http://www.dui.com/DLC/driver_license_compact.html>

I'm from Pennsylvania, which only honors part of the DLC, and very
little of the NRVC. The only violations that transfer back to PA from
out-of-state are for DUI and Homicide by Vehicle. See:
<https://www.dot3.state.pa.us/pdotforms/fact_sheets/fs-dlc.pdf> for
this spelled out.

It is entirely possible that NY state does not transfer
tickets/points/warrants out of state.

umm, there is a usa-wide database that gets updated. NY can suspend
your license for not paying an actual speeding ticket (imo). its the
little piddly stuff that they wont suspend for.
