quick question on sparco pedals

I installed Sparco Pedals on my Scirocco.  Marked the spots to drill.  I
put a piece of wood behind the pedal.  Hold the pedal against the wood
and use a center punch first before trying to drill or the drill will
walk all over.  You might want to start with a smaller drill first.

There is enough room  the problem I am having now is drilling into the
damn 
pedal...its pure iron or steel (which ever is stronger lol) I even
bought a 
special drill bit but it jsut skims right of the top, I cant get into
