Help! Jetta 2 problems-not scirocco

This sounds like the radiator is doing too well of a job and the motor 
isn't providing enough heat. Do you have a thermostat in the water pump?

High speed wind chill factor.

Bet you are getting heat from the coolant bypass pipe, this runs coolant 
through the head (and heater) even when the thermostat is closed.

I hesitate to cause more problem but I wonder what happens (as a test) 
if you put a piece of cardboard in front of the Radiator and sprint the 
freeway a little bit. Keeping it there in stop and go traffic is not 
advised so beware.
