1.6ltr/1.7ltr engines.

So here is something that has baffled me for a while now. How come a 1.6 8v engine generates more power than an 1.7 8v? I figure that it has to do with exahust restrictions and the like. Any other reasons? and also how to bring up the 1.7 to a similar power band?
It just doesnt make sence that with the extra displacement the hp is so notably different.
