Yes, the stimulator does verify that the MS is working properly, by simulating RPM, TPS, IAT, CLT and O2 inputs and providing power to allow the MS to communicate. So, if you have a stimulator and your computer can talk to the MS then the MS itself is good. (bearing in mind the real ignition trigger can be a PITA!)
The stimulator does nothing to help with any setup though.
There are a lot of tools out there, VE table calculators, MSTweek3000 an excellent manual and FAQ.
Despite all the tools you still have to build it, wire it and tune it.
I guess the primary point I'm making is if you generally understand all the documentation for MS, especially the tuning strategies, then you're probably OK. If only 10% is flashing the recognition lights in your brain, then it should be a subject of study or a subject to pass on.
I'm sure I'll keep shooting my mouth off everytime somebody asks about MS.

One thing I was wondering though, doesn't the company sell some kind of stimulator (I think that's what they call it) so you can test and do a basic setup of the MS system? I assume it makes sure MS is working properly so you can cross that off your list of 'reasons why my car doesn't start' but does it do anything else?

    I think the MS is a great little system. It's cheap, it's very capable, it has excellent tuning software and there is great support on the Yahoo MS group.
