11 deg advance

I finally checked my timing last night on my scirocco 16v after 
replacing a transfer pump and still having the same problem.  the 
problem is my car bogs down when I'm under 3000RPM  or when I'm at a 
steady phase and push on the gas it will do nothing for for a few 
seconds then come back to full power.  I replaced my transfer pump 
thinking that might be it and it wasn't I replaced plug wires and that 
wasn't it.  I set the timing last night at work and found out it was at 
11deg advance.  I don't know why the previous owner set it there but I 
adjusted it back down.  I was checking over the car and I found out 3 of 
my injector seals are leaking.  do u guys think this might be the 
problem?  also I am running spark plugs that are 1 or 2 degrees cooler 
then normal because I'm about to turbo the car.  could that be the problem?
