Clean with wire toothbrush and brake cleaner, and spray Rustoleum hammer finish in the color of
your choice.  Now problems with heat or covering leftover rust, and it's cheap, avaiable, and
durable.  

I keep pumping Rustoleum but folks never seem to listen...
