Turbo dyno

Hey guys,
I got the turbo to the dyno yesterday.  Unfortunately
for some reason I couldn't crank the boost & was stuck
at 12 psi.  I don't know why it wouldn't go up,
because I hade 16 on the way home.  

My set up in case you don't aready know.  Stock 1.8L
16v w/stacked aba gaskets euro cam W/a custom turbo
kit t3 t4 3" exhaust, etc, etc.  12 PSI 238.6 hp
