Is "track" measured from tire outside to outside?

Ok, so a Scirocco's rear track is 53.1 inches (y/n?)...  Is that from
outside edge to outside edge of the tires?  Rims?  Hubs?

Anyone have a clue if a Mk1 could accomodate larger rear track?  If so,
how much?
