OT: Speeding Ticket Avoidance

Interesting BS session at work today:

If you pay a few dollars more than the fine requires, the state will have to 
refund the money to you.  They'll do this by way of a check.  If you never 
cash the refund check, the state can't close the case and points will not be 
added to your record AND your insurance company won't know either.

Keep in mind, this is in Florida and I have no idea if it really works, but 
the guy swears by it.

Any repeat offenders ever try this?
