Being screwed by the police

Sounds like to me you better get a lawyer or atleast get some consulting on
this. It does seem odd that he is taking so long and there may be some time
of time limit but to ask a car enthusiast list is not the thing to do.
You'll get so many different answers here that it probably won't be much
help especially since this list probably spans every state in the U.S. along
with quite a few countries. I would defineately get an attorney to go over
your rights and their policies with you for your particular area.

Dave

P.S. Good luck dealing with those King county idiots up there!!
