The Cup kit can't be ordered with spring rates high enough to handle a 16v
engine? Or, is it that the damping rates are insufficient to control spring
rates that "high"? I put that word in quotes, because the difference isn't
really that much from 8v to 16v.

In short, what makes it "better suited" for 8v use and how do you know? I'm
surprised to hear this because I'd figure that the A1 16v market is at least
comparably sized to the 8v.
