exaust help??

Hey,
  The car i just got 88 16v has had complete exaust redone.  Changed from 
55mm to 60mm and does not have a cat.  I need to have a cat. in there to 
pass MD inspections and emissons.  From what I understand the downpipe was 
cut and the new exaust was welded from there.  How can I do this and where 
can I get it done!! Any help would be greatly appreciated.
