slow car-how to test cis-e/ignition?

now i'm starting to hear some fuel pump noise; barely audible at idle, but 
w/ the engine off and ignition on, it definitely sounds louder than usual. 
still, i'd think that i'd have some missing or something at high rpm instead 
of just power loss, and i don't want to just start replacing things. so i'll 
ask again: how can i test the fuel output at full throttle?
