That shouldn't be so difficult, except that you have to deal with that tapered hole in the arm. 
How do you plan to attack that?  Are there similar tie-rod ends but with larger diameter tapers,
allowing you to redrill and taper ream from the bottom side (thinking maybe Audi, Passat...dunno)?
