What's the deal with the missing taillight bulbs on US roccs?

yeah I sorta took his idea but I split my tailights and use the "fog" single
on each side as  my pakring lights, need to relay them one day, but at
night, I light up people at stop light their interior gets that redish
color...lol (then again i use 27w bulbs instead of 21w
