euro high beam problems

it turns out my solution was very simple, but i don't quite understand why 
it works. i simply replaced the 10 amp fuse with a 15 amp fuse. but here's 
my next ?. if you recall in my first post i tried this when my fuses first 
started blowing, except that i was trying a 20amp fuse. so why would the 
lights work with a 15amp fuse and not a 20? tia
