scirocco heater controls

HI all,
The heater controls have stopped working in my 87 16v rocco. Both the
position and temp controls do nothing.
Can anyone give me a good starting point? The levers slide back and forth
ok, but nothing happens. Only cool air blows and its stuck in defrost
position.
