Will ABA crankcase still "breath" ok with block-off plate installed?

Subject: Will ABA crankcase still "breath" ok with block-off plate installed?

I suppose the block will still vent to the head, which vents to the
intake, so all should be fine, but why did VW install a second breather
on the block???
